In 2017, in partnership with the Department of Labor, Invalids and Social Affairs (Dolisa) located in Vinh Long Province, The PAC Program (Prevention, Awareness and Capacity Building) was developed. Spanning over 3 years, this training program was designed to equip people in localities across the province with knowledge and skills to help their communities recognize and respond to social ills, in particular human trafficking, abuse and exploitation.
In addition to raising awareness, community leaders were taught how to develop surveys to identify victims of abuse and exploitation. Once victims were identified, support services such as vocational training and counseling could be offered. Finally, in the last year of the PAC Program, leaders were trained in a variety of tools such as ways to provide group counseling and how to build neighborhood self-help self groups.
Phase I of the P.A.C. project worked specifically with women. Our four developmental phases involved Training, Community Outreaches, Victim Identification and Victim Support.
